Legacy system modernization is a complex and costly endeavor that frequently fails, not only due to technical challenges but also because of misalignment between business objectives and technical strategies. However, there is currently a lack of evidence-based, multidimensional approaches for assessing whether a modernization initiative is positioned for success. This thesis will develop an assessment model for evaluating legacy system modernization success based on a systematic review and synthesis of existing literature. Relevant success factors, failure conditions, their impacts, and evaluation approaches will be identified and consolidated into an evidence base covering multiple dimensions, including strategic, technical, operational, and business aspects. Based on these findings, an assessment model will be designed consisting of four main steps: defining modernization success, identifying relevant characteristics, establishing organization-specific evaluation thresholds, and assessing the modernization initiative. The proposed model will be validated through expert evaluation to ensure its relevance and applicability. The outcome of this thesis will be an evidence-based assessment instrument that supports the evaluation of legacy system modernization projects across multiple dimensions and provides a structured foundation for decision-making.
